Jim Hamilton who owned The Towers and Craig-en-Ros residential care homes believed that the executive had to take responsibility and force local authorities to increase the amount they gave homes by ring fencing the money allocated to councils.

Jim voiced fears that if action wasn't taken there would be an increase in bed blocking and long waiting lists, as more homes would be forced to close.
